After graduating in Law from the Complutense University of Madrid, he began his professional career as legal advisor in the Commercial Division of Fasa-Renault. From 1979 to 1982, he was Deputy Director in the Internal Affairs Department of the Andalusian Regional Government, before heading the Economy and Development Department of this same administration from 1986 to 1988. Director-General and Board Member of first Banco de Vizcaya and then Banco Bilbao-Vizcaya between 1988 and 1998, in which period he also served as Chairman of Banco Meridional from 1988 to 1993 and of Finanzia from 1990 to 1992. He held directorships with Compañía Sevillana de Electricidad from 1989 to 1998 and Autopista Vasco-Aragonesa from 1998 to 2000. Currently Director-Partner of Solchaga Recio & asociados and a board member of Avanzit.
